This model was made to give a general idea of the composition of the final Memorial of Queen Victoria in the Great Hall of Winchester Castle. However, Gilbert did not follow the model closely. Here the drapery overwhelms the relatively tiny figure of the Queen, who wears no crown and no regalia. However, in the final version, Gilbert enlarged the figure to accommodate the drapery and added an elaborate orb surmounted by a flying Victory, a bejewelled sceptre, and a golden crown.
